This might be a stupid question but did you try moving the rear wheel back a little bit? I’ve “fixed” a loose chain this way on a beach cruiser. Be forewarned that these are really really poorly made bicycles. I personally don’t think they’re worth the time, huffy beach cruiser energy, frustration, and money of fixing up. Additionally, looking at that frame, I’m going to guess that everything is a rusty mess and that there is rust inside the frame as well.
